About the project

A large state government healthcare campus made up of multiple buildings engaged RSRF across several years and several phases of a major modernization program. Rather than a single install, this was a sustained, multi-building program in which RSRF designed and deployed in-building cellular coverage building by building, tailoring the approach to each structure and coordinating the work around active construction.

A multi-building state campus modernizing over several years

The client is a state government healthcare campus spanning multiple buildings, ranging from smaller structures to a single building of more than 300,000 square feet. Over the course of a multi-year capital modernization program, the campus needed dependable in-building cellular coverage across its facilities. RSRF was brought in across several of those buildings and stayed engaged through multiple phases of the program.

PROBLEM

Large, densely built buildings without reliable interior coverage

The campus buildings are large and densely constructed, which left interior areas without consistent, reliable cellular service even where outdoor signal in the area was adequate. The organization needed dependable coverage inside its buildings to support day-to-day operations, and it needed a partner who could deliver that consistently across very different structures rather than a single off-the-shelf fix.

COMPLICATION

Coverage installed into buildings under active construction

Much of this work had to be coordinated into buildings that were still being built or renovated as part of the broader modernization program. That meant sequencing the DAS installation around construction milestones, getting cabling and antennas in before ceilings closed, and working alongside the general construction effort while other parts of the campus stayed operational. The buildings themselves varied widely in size, layout, and construction, with dense materials and ceiling conditions that shaped how each system had to be designed. No single design fit every building, so each one was approached on its own terms.

SOLUTION

A tailored DAS for each building, delivered in phases

RSRF designed coverage building by building rather than forcing one template across the campus. Depending on each structure's size and signal conditions, that meant off-air or hybrid distributed antenna systems, using carrier-approved equipment including the Cel-Fi QUATRA platform, donor signal collection, and distributed indoor antennas to carry coverage through the building. RSRF handled the full turnkey scope on each phase, from design and engineering through installation, testing, and commissioning, with remote monitoring from the RSRF Network Operations Center. As the program progressed across buildings, RSRF carried the design and deployment standard from one phase to the next.

OUTCOME

Consistent coverage across the campus, and a multi-year partnership

RSRF delivered reliable AT&T and Verizon coverage across the buildings it was engaged on, with each system commissioned and brought under NOC monitoring. The clearest signal of the work is the engagement itself. The campus returned to RSRF repeatedly across multiple buildings and multiple years of its modernization program, choosing the same partner phase after phase as new buildings came online.
