Florida Power & Light engaged RSRF across multiple service centers and operational facilities throughout Florida to deliver reliable multi-carrier in-building cellular coverage. Rather than a single install, this has been a repeatable program in which RSRF carries a proven off-air design from site to site and adapts it to each building, returning across many facilities over several years.

A major Florida utility with facilities across the state

Florida Power & Light operates service centers and operational facilities throughout Florida, a mix of office space, high-bay warehouses, loading docks, fleet and maintenance areas, and operations centers. Many are new construction or recently renovated. Across these sites, FPL needed dependable in-building cellular coverage for daily operations, safety, and communication, and it needed a partner who could deliver that consistently across very different buildings and locations.

PROBLEM

Modern construction that blocks the signal it depends on

FPL's buildings are built to last, with concrete, steel, and insulated panel construction that severely attenuates outdoor cellular signal before it reaches the interior. In new high-bay warehouses and dense multi-story concrete facilities, staff could not rely on macro carrier signal indoors, which left dead zones across the very spaces where crews coordinate work. For an electric utility, that coverage is not a convenience. It supports daily operations and the ability to communicate during high-demand emergency and storm-response periods, when occupancy and call volume rise sharply.

COMPLICATION

Florida conditions, construction timelines, and no single template

Several constraints shaped every deployment. Exterior equipment had to be mounted to withstand Florida hurricane conditions, which meant wind-rated masts and hardened outdoor mounting rather than standard rooftop installs. On new builds, the DAS had to be sequenced into the construction schedule so coverage was in place for day-one occupancy and certificate-of-occupancy milestones, with cabling installed before ceilings closed. The facilities themselves varied widely, from single high-bay warehouses with wide open spans to two-story multi-building campuses in dense concrete, so no single design carried over unchanged. Each site had to be engineered on its own terms while still drawing on what RSRF had learned at the sites before it.

SOLUTION

A repeatable off-air design, tuned to each site

RSRF deployed off-air distributed antenna systems that amplify rooftop or mast-mounted donor signal and distribute AT&T, Verizon, and T-Mobile coverage throughout each building. The headend sits in MDF or IDF space, with structured distribution out to warehouse floors, loading docks, garages, and enclosed office areas, and antenna layouts designed for the high ceilings and wide spans typical of these environments. Where outdoor donor signal or capacity required it, the design scaled accordingly. RSRF handled the full turnkey scope at each site, from outdoor signal analysis and design through installation, testing, and commissioning, with ongoing remote monitoring from the RSRF Network Operations Center. The emphasis throughout was on durable, enterprise-grade infrastructure built to support both day-to-day use and surges in demand.

Reliable coverage across the fleet of sites, and a partner FPL keeps returning to

RSRF delivered consistent multi-carrier coverage across the facilities it was engaged on, each commissioned and brought under NOC monitoring. The clearest measure of the work is the relationship itself. FPL has returned to RSRF across multiple facilities and multiple years, bringing in RSRF on new construction and renovated sites alike and treating it as a proven partner rather than a one-time vendor. Each new site benefits from the design approach and lessons carried forward from the ones before it.
